About 76.6 percent of drivers know basic road rules, and that's down from 78.1 percent last year.

So, where are the nations best drivers?  Head north to Wisconsin and Idaho where drivers are tied for first, with an average test score of 80.6 percent.  New York drivers ranked last, while Oklahoma ranks 17th with a score of 78.9.
